This report describes the status of the national counterdrug research and development program, projects to support technology development and infrastructure support, and plans for future counterdrug research and development initiatives.
Abstract
The Counterdrug Technology Assessment Center (CTAC) of the Office of National Drug Control Policy is the government's central research and development organization related to drug law enforcement. The national counterdrug research and development program supports the National Drug Control Strategy and its five goals. Three recent accomplishments set the stage for the next 5 years. First, a comprehensive 10-year plan has been completed by the Federal drug control agencies to organize collective efforts. Second, a technology transfer program was begun to move promising successfully developed Federal technologies directly to front-line police officers at the State and local levels. Third, a brain-imaging technology initiative will provide research scientists at the National Institute of Drug Abuse (NIDA) with the tools to identify the underlying physiological causes of drug abuse. Plans for 1999 are to continue the base CTAC program to develop technological advances and to transfer these advances directly to State and local law enforcement.
