A statistical analysis focused on the cost effectiveness of the Adult Probation Department's house arrest electronic monitoring program at three levels of supervision in Pima County (Ariz.) between March 1990 and May 1991.
Abstract
Complete information on 128 variables for each of the 170 electronic monitoring probationers was collected, recorded, and analyzed to measure factors associated with the successful completion of electronic monitoring and the program's cost-effectiveness. The analysis compared direct program costs with the potential costs of placing probationers in jail or prison for a short period. Other long-term and hidden costs were not considered. Results suggested that house arrest with electronic monitoring in Pima County is cost-effective at all three levels of supervision with minimal increased risk to the general public.
