THIS TEXT PRESENTS SOME OF THE EMERGING ALTERNATIVES TO THE MILITARY MODEL OF CORRECTIONAL ADMINISTRATION, DISCUSSING TWO MODELS IN PARTICULAR, 'FORMAL PARTICIPATIVE' AND 'LEADERSHIP.'
Abstract
DESIGNED FOR THE NOVICE OR EXPERIENCED CORRECTIONAL MANAGER, THIS TEXT PRESENTS A STATE-OF-THE-ART REVIEW OF CORRECTIONAL ADMINISTRATION. THE BEGINNING CHAPTER LOOKS AT HOW FORCES IN SOCIETY ARE AFFECTING CORRECTIONS. THE HISTORY OF PUNISHMENT AND SOME OF THE CORRECTIONAL FACILITIES THAT HAVE EVOLVED OVER THE PAST TWO CENTURIES ARE EXAMINED. THE MILITARY, FORMAL PARTICIPATIVE, AND LEADERSHIP MODELS OF MANAGEMENT AND THEIR CONSEQUENCES FOR STAFF AND RESIDENTS OF INSTITUTIONS ARE DISCUSSED; THE MANAGEMENT-BY-OBJECTIVES APPROACH AND TWO APPROACHES TO BUDGET PLANNING -- ZERO-BASE BUDGETING AND THE PLANNING, PROGRAMMING, BUDGETING SYSTEM -- ARE BRIEFLY DEVELOPED. FURTHER CHAPTERS EXAMINE HOW MODERN MANAGEMENT TECHNIQUES AFFECT THOSE IN TOP ADMINISTRATION, MIDDLE MANAGEMENT, AND LINE MANAGEMENT. OTHER TOPICS CONCERN THE MANAGEMENT OF PROBATION AND PAROLE AND THE MANAGEMENT OF COMMUNITY-BASED CORRECTIONS AND DIVERSIONARY PROGRAMMINGS. ALSO DISCUSSED IS THE MANAGEMENT OF PLANNED CHANGE. A FINAL CHAPTER PRESENTS A BRIEF STATEMENT ON STAFF DEVELOPMENT. AN APPENDIX CONTAINS THE BASIC TRAINING PILOT PROJECT OF THE PROBATION SERVICE COUNCIL OF ILLINOIS.
