This kit provides application guidelines and information for jurisdictions interested in receiving a Federal grant under the Universal Hiring Program, which is funded under the provisions of the Public Safety Partnership and Community Policing Act of 1994.
Abstract
Under the Public Safety Partnership and Community Policing Act of 1994, the Office of Community Oriented Policing Services (COPS) of the U.S. Justice Department will provide grants and technical assistance to increase police presence, to improve police and community partnerships designed to address crime and disorder, and to enhance public safety. This application kit is only for jurisdictions interested in the Universal Hiring Program. This program permits interested agencies to supplement their current sworn forces or to establish a new law enforcement agency. The Universal Hiring Program is part of a comprehensive set of programs designed to enhance policing and the quality of citizens' lives across the Nation. The Universal Hiring Program will make direct grants to agencies and jurisdictions to hire or rehire additional sworn officers as part of an overall plan to address crime and related problems through community policing. This kit explains eligibility requirements, permissible uses for funds, length of award, grant amounts, local match, how to apply, monitoring and reporting requirements, evaluation requirements, and technical assistance. A major section of the kit explains administrative requirements for applicants. Application forms are provided.
