Annotation

This report presents revisions to earlier guidelines and policy recommendations made by the United Nations regarding juvenile delinquency prevention, juvenile justice, and child welfare.

Abstract

The guidelines emphasize that the prevention of juvenile delinquency is an essential part of crime prevention in society and that the entire society must be involved to successfully prevent delinquency. In addition, community-based services and programs should be developed to prevent juvenile delinquency. More formal agencies of social control should be used only as a last resort. Every level of government should have a comprehensive juvenile delinquency prevention plan that includes nine specific elements. Efforts should emphasize the successful socialization and integration of all children and youth through the family, the community, peer groups, schools, vocational training, and employment, as well as through voluntary organizations. In addition, the juvenile justice system should uphold the rights and safety and promote the physical and mental well-being of juveniles.
