This report presents a comprehensive security plan for five low-income housing developments located in the Park Hill/Fox Hills area on the north shore of Staten Island, N.Y. The report presents an overview of the five developments and the crime problem, a site security analysis, analysis findings, and the comprehensive security plan.
Abstract
The security plan approach was based upon two operating principles: (1) the need to understand the vulnerabilities of the sites and (2) the need for mutually reinforcing the mix of improvements. Analysis criteria included site penetrability, opportunities for surveillance, territoriality, unassigned space, design conflicts, and neighborhood influences. The recommended security plan uses the issue of security and the security-related improvements as a catalyst to bring together dissident tenant and community groups in the area in orer to work productively. Other recommendations include exploring the feasibility of cooperative management policies and programs, establishing a community-based guard service and community center, and working with city agencies and private business to stimulate neighborhood development. Project-specified recommendations are also given. Tabular data and maps are included. Appendixes contain material on management and maintenance problems and on guard services. (NTIS abstract)
