Annotation

This report assesses and makes recommendations regarding Delaware's needs for additional measures to control and treat violent offenders.

Abstract

Delaware has 5,700 violent offender correctional supervision, of whom 2,200 are incarcerated. Violent offenders represent about 85 percent of the incarcerated population and about one-fourth of the probation and parole population. Current programs are inadequate to meet the need. An ideal plan would include both prison programs and community programs. Programs are needed for sex offenders, for better prediction of violent, for long-term violent offenders who are being paroled, and offenders convicted of domestic assault. Other areas needing improved programs are law enforcement, community mediation, violence related to mental illness, drug-related violence, juvenile violence, racial/ethnic violence, and homicide.
