AN INTRODUCTORY DESCRIPTION OF THE COMPREHENSIVE PERSONNEL EVALUATION PROGRAM (CPEP), DESIGNED TO PROVIDE A PROMOTIONAL OR SELECTION PROCESS AND TO IDENTIFY SPECIAL TRAINING NEEDS, IS PRESENTED.
Abstract
THE CPEP PROVIDES PERSONNEL MANAGERS WITH A PROMOTIONAL OR SELECTION PROCESS TO INCREASE THE PROBABILITY THAT INDIVIDUALS ARE PROMOTED OR SELECTED ON THE BASIS OF ABILITY. IT ALSO IDENTIFIES BOTH SPECIAL INDIVIDUAL AND ORGANIZATIONAL TRAINING NEEDS. CERTAIN OBJECTIVES CAN BE REALIZED FROM IMPLEMENTING THE CPEP: ORGANIZATIONS WILL HAVE A RATIONAL PROMOTIONAL OR SELECTION PROCESS FOR SUPERVISORY, MANAGEMENT, AND EXECUTIVE POSITIONS; ALL PERSONS, INCLUDING MINORITIES AND WOMEN, WILL HAVE AN OPPORTUNITY TO COMPETE FOR RESPONSIBLE POSITIONS ON THE BASIS OF ABILITY; ORGANIZATIONS WILL RECEIVE INFORMATION THAT IDENTIFIES STAFF WEAKNESSES AND STRENGTHS; ORGANIZATIONS WILL HAVE A JOB TASK ANALYSIS TOOL FOR POSITIONS BEING TESTED; INDIVIDUALS DEFICIENT IN CRITICAL SKILLS NEEDED TO PERFORM AT HIGHER-LEVEL POSITIONS WILL BE MADE AWARE OF THESE DEFICIENCIES; AND ORGANIZATIONS WILL HAVE A PERSONNEL PROMOTIONAL OR SELECTION PROCESS THAT IS TAILORED TO THEIR INDIVIDUAL NEEDS AND PROBLEMS. THE CPEP RECOGNIZES THAT PROFESSIONALLY-DEVELOPED TESTS, WHEN USED IN CONJUNCTION WITH OTHER PERSONNEL ASSESSMENT TOOLS AND SOUND JOB DESIGN PROGRAMS, FACILITATE THE DEVELOPMENT AND MAINTENANCE OF AN EFFECTIVE WORK FORCE AND THE UTILIZATION AND CONSERVATION OF PERSONNEL RESOURCES. THE CPEP ENCOMPASSES JOB ANALYSIS, PAPER AND PENCIL TESTS, ORAL INTERVIEWS, EVALUATIONS, RATINGS FROM RECORDS, SIMULATION EXERCISES, PERSONNEL SCREENING, CIVIL SERVICE LAWS, ANCHORS TO REDUCE SUBJECTIVITY IN THE PERSONNEL EVALUATION PROCESS, AND INDIVIDUAL AND ORGANIZATIONAL FEEDBACK.
