The Senate Subcommittee on Alcoholism and Drug Abuse heard testimony regarding the reauthorization of the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act.
Abstract
This act provides for only a 1-year reauthorization period. The bill assumes a block grant framework for the distribution of Federal alcohol abuse health care funds to the States. These grants are intended to give States the greatest possibility flexibility and authority and to reduce Federal interference in local programs. The legislation provides for continued Federal involvement in the areas of research, prevention, demonstration programs, technical assistance, information collection, and information dissemination. Witnesses included representatives from various national organizations involved in alcohol and drug prevention and treatment, schools, State departments of health, citizen involvement groups, research institutes, labor organizations, and groups involved in corrections.
