Burglars can be thwarted when they are made to think that someone is at home or when access is difficult. The block watch program addresses both tactics by training residents to watch for suspicious activities and to implement home security measures.
Abstract
This guide outlines 10 steps in organizing a program and defines the roles of law enforcement officers, the block watch chairman, the block captain, and individual members. Members' responsibilities include watching for suspicious vehicles, informing neighbors when leaving home for short and long periods, and identifying and inventorying possessions. The booklet also recommends installing double cylinder deadbolt locks, keeping keys secure, closing and locking garage doors, making a home look occupied when residents are away, and keeping a dog if possible. Other guidelines address the placement of community watch signs and their cost. Drawings depict various ways of locking doors and windows as well as lighting options. When reporting a crime, citizens are reminded to give their name and location, specify the type of crime and its location, and described the people involved. The booklet provides a burglary prevention checklist for the home.
