This manual is the complete guide to the implementation of the Community Systemwide Response (CSR), a comprehensive, communitywide planning and action process intended to counter impaired driving and the use of alcohol and other drugs by youth.
Abstract
A background section discusses the social costs of substance abuse and impaired driving and explains how these problems occur. Proposed solutions are presented, based on comprehensive planning and concerted action by public agencies and private citizens working together. Another section details the steps involved in implementing the CSR. The steps are to identify the problem; define system components (agencies) responsible for responding to the problem; identify policies, procedures, programs, practices, and resources that currently impact the problem; clarify needs for policy, procedure, program, practice, and resource enhancement; target strategies that can be effective in responding to the problem; design the implementation plan; focus responsibilities for implementation and report on success; and assess effectiveness and make modifications. A third section contains advice and methods for enhancing collaboration, conducting marketing, facilitating meetings, analyzing communitywide problems and resources, and monitoring progress; supplementary information and background reading are provided as well.
