Written from the perspective of a probation department-operated community service program, this document provides standard "boilerplate" details for comprehensive program manuals or modification of existing manuals.
Abstract
The first two sections express the philosophy of the particular county juvenile probation department, its use of community service to fit with the court's model of juvenile justice, and the definition and purpose of the proposed community service program. The manual provides suggested eligibility criteria which carefully define the program's target population and three different examples of matrices used to assign community service hours. In the section regarding referral procedures, the manual recommends that the delay between the case disposition which assigned community service and the date such service commences be as short as possible. The manual discusses monitoring community service placements as well as procedures for successful and unsuccessful terminations. Other components of a juvenile community service program examined in the manual include site recruitment, public relations, liability and accident insurance policies, and program statistics. 11 appendixes
