Abstract
THE TEST OPENS WITH A DISCUSSION OF THE NATURE AND EFFECTS OF PUNISHMENT. TWO PILOT PROJECTS UNDERTAKEN BY THE EQUAL JUSTICE INSTITUTE IN 1972-74 IN THE METROPOLITAN NEW YORK AREA ARE ALSO EXAMINED. IN THE SECOND PART OF THE TEXT, ADDITIONAL BACKGROUND AND FUNCTIONAL MATERIAL FOR COMMUNITY GROUPS WANTING TO ESTABLISH VOLUNTEER PROGRAMS IS PROVIDED IN THE FORM OF AN OPERATIONAL MANUAL OR BLUEPRINT.
