This program report, issued by the Office of Community Adult Rehabilitation Center Development and Prerelease Services (CARC), is compiled from the operations of six prerelease centers.
Abstract
The State-operated centers were Baltimore City Jail Community Correction Center (BCJ-CCC), Greenmount Avenue Prerelease Center (GAPRC), and Community Correction Center-Women (CCC-W). The three privately operated centers were Dismas House East (DHE), Dismas House West, (DHW), and Threshold (THRES). Ninety-two percent of the participants were conviction-free 1 year after release; 78 percent were conviction-free 2 years after release. The centers served 661 persons during the fiscal year, and 326 left the program successfully. One percent were convicted of new offences and 5 percent failed to return from school, work, or special leave within the allotted time. Less than 1 percent of the participants had positive drug test results. An average of 58 percent of the participants used community resources -excluding educational, employment, and medical resources -- on a weekly basis. The program reported 11,833 counseling sessions which averaged 55 minutes in length with participants. Only 271 family contacts were made during the fiscal year. Ninety-nine percent of all family leaves were successful. The participants spent 78 percent of their time involved in employment, school, or vocational training while at the center.
