Abstract
The 21st Century Law Enforcement and Public Safety Act seeks to strengthen crime prevention programs that have succeeded and respond to serious threats such as violent gangs and juvenile crime, terrorism and international crime, and the continuing menace of gun violence. The cornerstones of the Clinton Administration's anti-crime policy for the new millennium are: (1) Continue support for local law enforcement; (2) Break the deadly cycle of drugs, guns and violence; (3) Combat terrorism and international crime; and (4) Protect Americans and support victims of crime. The 21st Century Policing Initiative includes supporting local law enforcement with funds for community policing, new law enforcement technology and community prosecution and commitment to fighting rural crime. The Federal Government will also provide funds for drug testing, intervention, and treatment programs at State, local and tribal levels. The government will significantly strengthen the biological weapons statute, strengthen America's borders against crime, protect U.S. nationals abroad, deny safe haven to international criminals, support victims of crime and work to end domestic abuse and violence.
