FINAL EVALUATION OF A PROJECT TO REDUCE THE CRIME AND RECIDIVISM RATES IN CLEVELAND BY REDUCING THE INDIVIDUAL'S NEED TO COMMIT CRIMES THROUGH VOCATIONAL COUNSELING AND PLACEMENT.
Abstract
THE CLEVELAND VOCATIONAL/EDUCATIONAL PROGRAM (CVEP) WAS DESIGNED TO INCREASE THE NUMBER OF PROBATIONERS AND PAROLEES WHO COMMITTED IMPACT CRIMES EFFECTIVELY ENTERING THE JOB MARKET. CVEP PROVIDED EMERGENCY SERVICES TO 34 PERCENT MORE THAN ORIGINALLY PROJECTED. ARREST DATA REVEALED THAT ONLY 6 PERCENT OF THE CVEP CLIENTS WERE REARRESTED. THE RESULTS INDICATE THAT THE IMPACT PLANNERS' REASONING THAT SUCCESSFUL ENTRY INTO THE JOB MARKET FOR IMPACT OFFENDERS WOULD HAVE AN APPRECIABLE EFFECT ON RECIDIVISM WAS SOUND.
