After assessing the current situation in the Glendale (California) Police Department and community, this report presents recommendations for a 5-year plan.
Abstract
The assessment found that the department is losing its ability to provide proactive police service. The current situation is also pressing departmental resources beyond their capabilities. The department is barely managing to maintain an immediate dispatch for a 911 emergency call. The goal of this report is to present strategies for coping with the next 5 years. Primary objectives of the plan are to maintain the quality of life and safety expectations of the community, to renew the department's mission and capability to provide full service to the community, and to provide the means for a proactive response to increasing crime and traffic problems. This report explores and defines the various levels of service required by the community and the most appropriate means for providing service. The strategies are weighed in terms of three service levels: 911 calls for service, order maintenance service (police service that proactively addresses public safety concerns), and full police service (a full service philosophy that emphasizes quality community contacts over a wide spectrum of traditional service categories). The first section of the report presents the professional assessments of the Police Management Team. The second section bases the analysis on the department's staffing history, and the last section is a comparative analysis with other jurisdictions and industry standards. The findings of each methodology are used to develop recommendations. Extensive appended supplementary information.
