Abstract
THE FIRST ARTICLE ADDRESSES THE QUESTION OF WHETHER COMMUNITY INVOLVEMENT IN CRIME PREVENTION ACTUALLY IS POSSIBLE AND EXPLORES DEFINITIONS OF CITIZEN PARTICIPATION. METHODS USED IN SEATTLE, WASH., TO GENERATE CITIZEN INITIATIVE IN CRIME PREVENTION ARE THE FOCUS OF THE SECOND ARTICLE. AN EXCERPT FROM A HANDBOOK ON NEIGHBORHOOD ORGANIZATION EXPLAINS HOW TO 'DIAGNOSE' A NEIGHBORHOOD'S RESOURCES AS A FIRST STEP IN DESIGNING OUTREACH PROGRAMS AND ORGANIZING FOR CITIZEN ACTION. GUIDELINES FOR ORGANIZING A COMMUNITY CRIME PREVENTION COUNCIL ARE PRESENTED IN A MANUAL PREPARED BY THE WASHINGTON INSURANCE COUNCIL. AN LEAA EXEMPLARY PROJECT EVALUATION REPORT DESCRIBES AND ASSESSES SEATTLE'S COMMUNITY CRIME PREVENTION PROGRAM, WHICH WAS AIMED AT REDUCING RESIDENTIAL BURGLARY IN CERTAIN NEIGHBORHOODS THROUGH DISSEMINATION OF BURGLARY PREVENTION INFORMATION, BLOCK WATCHES, PROPERTY IDENTIFICATION, AND RESIDENTIAL SECURITY CHECKS. ALSO INCLUDED IS THE FINAL REPORT ON A POLICE-CITIZEN COOPERATIVE PROJECT IN SAN MATEO COUNTY, CALIF., KNOWN AS CAPTURE (CITIZENS' ACTIVE PARTICIPATION THROUGH UTILIZATON OF RELEVANT EDUCATION). (LKM)
