THE CITIZEN INVOLVEMENT PROJECT (CIP) AIMED TO DEMONSTRATE THAT CITIZENS CAN BE EFFECTIVELY MOBILIZED TO PARTICIPATE IN THE COMMUNITY CORRECTIONAL SYSTEM AND MEET NEEDS OF OFFENDERS IN THAT SYSTEM.
Abstract
CIP WAS DESIGNED TO BE A YEAR-LONG ASSESSMENT/PLANNING/ACTION EXPERIENCE AUGMENTED WITH A 4-DAY WORKSHOP AND OTHER REINFORCING ACTIVITIES. KEY PERSONS FROM 18 COMMUNITIES WERE ASSISTED IN ESTABLISHING CITIZEN-BASED PROGRAMS IN THEIR COMMUNITIES. FOLLOWING A RECRUITMENT DRIVE, PROJECT STAFF SELECTED COMMUNITIES FOR PARTICIPATION BASED ON THESE CRITERIA: (1) THE COUNTY OR TOWN POPULATION NUMBERS AT LEAST 40,000 PERSONS, (2) THE JAIL POPULATION IS AT LEAST 50 INMATES, AND (3) A COMMITMENT TO INVOLVE CITIZEN VOLUNTEERS IN THE LOCAL JAIL OR CORRECTIONS FACILITY MUST BE DEMONSTRATED. FOR EACH CIP COMMUNITY, THE FOLLOWING INFORMATION IS PROVIDED: NAME OF THE CIP TEAM; NAMES OF STEERING COMMITTEE MEMBERS; COUNTY POPULATION; JAIL POPULATION; JAIL CAPACITY; ANNUAL NUMBER OF PERSONS BOOKED, FEMALE AND MALE; MAJOR CHARGES; VOLUNTEER GROUPS/ORGANIZATIONS IN OPERATION; AND OVERALL PLAN OF ACTION. THE 18 CIP COMMUNITIES ARE MOBILE, ALA.; SAN RAFAEL, CALIF.; SANTA ROSA, CALIF.; DURANGO, COLO.; ROCK ISLAND, ILL,; GOSHEN, IND.; TOPEKA, KANS.; FLINT, MICH.; MARQUETTE, MICH.; PLYMOUTH, MICH.; SANTA FE, N.
