THE MULTNOMAH COUNTY (OR) SHERIFFS' OFFICE IMPLEMENTED PARTICIPATORY MANAGEMENT AND DECENTRALIZED DECISION MAKING IN ITS NEIGHBORHOOD TEAM POLICING THROUGH A SYSTEM OF MANAGEMENT BY OBJECTIVES (MBO).
Abstract
THE MOST IMPORTANT ASPECT OF THE MBO SYSTEM WAS THE DETERMINATION OF GOALS, AND SPECIFIC, QUANTIFIABLE (MEASURABLE) OBJECTIVES WHICH WERE COMBINED INTO AN ACTION PLAN. ONCE FORMALIZED, DEPARTMENT GOALS WERE DISTRIBUTED TO ALL UNITS AND TEAMS, WHICH REVIEWED EACH GOAL, DETERMINED ITS APPLICABILITY, AND FORMULATED GOALS AND OBJECTIVES RELEVANT TO THEIR AREAS OF RESPONSIBILITY. THE GOALS AND OBJECTIVES STATEMENT DEVELOPED BY NEIGHBORHOOD TEAM THREE IS INCLUDED AS AN EXAMPLE.
