Abstract
MOST POLICE LEADERSHIP IS SEEN AS LACKING THE VISION, PERSPECTIVE, OR MOTIVATION TO DEVELOP A HUMANE, PEOPLEORIENTED PROTECTIVE SERVICE, RATHER THAN MAINTAINING ARCHAIC IDEAS ABOUT CROOK-CATCHING AND GADGETRY. THE AUTHOR SUGGESTS INCREASED CITIZEN INVOLVEMENT AND THE ADOPTION OF NEW ORGANIZATIONAL, EDUCATIONAL, AND MANAGEMENT TECHNIQUES.
