DUTCH POLICE AND JUSTICE STATISTICS ON OFFENSES, PERSONS TAKEN INTO CUSTODY, AND POLICE STRENGTH, AS WELL AS DATA ON BANKRUPTCIES AND FIRES ARE REPORTED.
Abstract
IN 1978, 561,798 OFFENSES WERE RECORDED BY THE POLICE, AN INCREASE OF ONLY 3.3 PERCENT FROM 1977 (2.0 PERCENT CONSIDERING POPULATION GROWTH). INCREASED RATES OF VARIOUS OFFENSES VARIED WIDELY. AMONG CRIMINAL OFFENSES, PICKPOCKETING AND VANDALISM INCREASED MOST RAPIDLY (23.9 AND 23.3 PERCENT), AND THEFTS IN GENERAL DECREASED (SIMPLE THEFT BY 2.7 PERCENT AND THEFT WITH VIOLENCE BY 6.2 PERCENT) AS DID OFFENSES AGAINST LIFE AND LIMB (30 PERCENT). AUTO THEFTS INCREASED BY 10.3 PERCENT. CRIMINAL OFFENSES ROSE 31 PERCENT FROM 1974 TO 1978, WITH A 144 PERCENT INCREASE FOR VANDALISM, 103 PERCENT FOR PICKPOCKETING, AND 67 PERCENT FOR SHOPLIFTING. TRAFFIC OFFENSES INCREASED BY 9 PERCENT FROM 1977 TO 1978, A SLOWER RATE THAN FROM 1976 TO 1977 (12.6 PERCENT). CASES OF JOY RIDING DROPPED SHARPLY FROM 1974 TO 1978. IN 1978 THE CRIME SOLUTION RATE WAS 32 PERCENT; 177,763 SUSPECTED OFFENDERS WERE APPREHENDED, 2.2 PERCENT MORE THAN IN 1977. THE ROYAL MARECHAUSSEE (MILITARY POLICE) REPORTED 8,193 OFFENSES IN 1978, COMPARED TO 7,012 IN 1977. THE NUMBER OF OFFICIAL REPORTS OR FINES FOR NON-INDICTABLE OFFENSES BY THE POLICE WAS 3,158,000, 62 PERCENT OF THEM AGAINST MUNICIPAL REGULATIONS. IN OCTOBER, NOVEMBER, AND DECEMBER OF 1978, 2,091, AND 1,965, AND 1,583 PERSONS WERE TAKEN INTO CUSTODY. AVERAGE 1978 POLICE STRENGTH WAS 133 MEN PER 100,000 POPULATION, COMPARED TO 129 IN 1977 FOR THE NATIONAL POLICE AND 183 (176) FOR THE MUNICIPAL POLICE. TABLES SHOW THE NUMBER OF OFFENSES AND NON-INDICTABLE OFFENSES REPORTED TO THE POLICE AND THE ROYAL MARECHAUSSEE IN JANUARY 1979 AND IN THE ENTIRE YEAR OF 1978 ACCORDING TO PROVINCE, GROUPS OF MUNICIPALITIES, AND OFFENSE TYPES; AND FIRES IN JANUARY OF 1979 ACCORDING TO PROVINCE, COMMUNITY, AND FIRE TYPE. GRAPHS TRACE THE COURSE OF OFFENSE RATES BY MONTH, THE COURSE OF SEPARATE CRIME CATEGORY INCREASES SINCE 1974, THE DEVELOPMENT OF CRIMINAL OFFENSES SINCE 1974, THE MONTHLY COURSE OF OFFICIAL REPORTS ON NONINDICTABLE CRIMES FROM DECEMBER 1975 TO DECEMBER 1978, AND THE COURSE OF BANKRUPTCIES FROM MARCH 1975 TO MARCH 1979.
