THIS COLLECTION OF GENERAL ACCOUNTING OFFICE (GAO) CASES REGARDING GOVERNMENT AGENCY ACCOUNTABILITY IS INTENDED TO PROVIDE A PERSPECTIVE ON GAO EFFORTS AND TO ILLUSTRATE HOW GAO STUDIES ARE CONDUCTED.
Abstract
MOST OF THE CASES ARE REPORTED IN THREE MAIN PARTS. THE FIRST CONCERNS THE BACKGROUND AND NATURE OF THE PROBLEM AND THE SOURCES AND REASONS FOR THE GAO STUDY. THE SECOND IS A DESCRIPTION OF THE STUDY ITSELF--HOW IT WAS PLANNED AND ORGANIZED, HOW IT WAS CONDUCTED, AND ITS MAIN STUDY FINDINGS AND RECOMMENDATIONS. THE THIRD IS DIRECTED TO RELEVANT DEVELOPMENTS SUBSEQUENT TO THE GAO STUDY, REGARDLESS OF WHETHER OR NOT THEY ARE CONSEQUENCES OF THE GAO'S WORK. THE CASES ARE INTENDED TO PROVIDE INFORMATION AND RAISE QUESTIONS ABOUT THE WHOLE SYSTEM OF AMERICAN GOVERNMENT--THE RELATIONS OF PUBLIC AND PRIVATE SECTORS, THE SEPARATION OF POWERS, INTRA-AND INTERGOVERNMENTAL RELATIONSHIPS, AND THE RELATIONSHIPS OF POLITICS WITH FACTUAL AND ANALYTIC STUDIES. IN THESE RESPECTS, ATTENTION IS GIVEN TO THE NATIONAL GRAIN INSPECTION SYSTEM, THE LIQUID METAL FAST BREEDER REACTOR, THE AIRBORNE WARNING AND CONTROL SYSTEM, THE NATIONAL DIRECT STUDENT LOAN PROGRAM, AND THE NATIONAL DAM SAFETY PROGRAM. FEDERAL AGENCIES REVIEWED (OR DIVISIONS) INCLUDE THE FEDERAL DRUG ADMINISTRATION AND FOOD LABELING, THE DEPARTMENT OF DEFENSE AND MAJOR SYSTEMS ACQUISITIONS, FBI DOMESTIC INTELLIGENCE OPERATIONS, THE U.S. POSTAL SERVICE AND ITS RURAL POST OFFICES, THE U.S. AIR FORCE AND ITS CAREER PAMPHLET, AND THE BUREAU OF LAND MANAGEMENT'S ACCOUNTING SYSTEM. ALSO CONSIDERED IS THE SELECTION OF FAMILY-PLANNING SERVICE GRANTEES IN REGION VIII, NEW YORK CITY'S FINANCIAL CRISIS, LOCKHEED AND THE SPACE SHUTTLE SOLID ROCKET MOTORS, THE TRAVEL VOUCHER, AND CRIME IN FEDERAL RECREATION AREAS.
