This booklet profiles 10 jurisdictional, cross-disciplinary teams that have developed innovative sex offender management and supervision techniques.
Abstract
The selection of these sites is part of the Resource Sites component of the Center for Sex Offender Management (CSOM), which is a national project designed to support State and local jurisdictions in the effective management of sex offenders under community supervision. The primary objectives of the Resource Sites initiative are to support and document the development and enhancement of existing sex offender management practices in each site and to build the capacity of each site to serve as a resource to other jurisdictions as they begin to implement or refine their own approaches to sex offender management. Each Resource Site has developed its own strategy, resulting in an array of approaches. The case studies presented in this report were developed through in-depth interviews with members of the Resource Site teams, as well as onsite visits to each of the sites. The sites profiled are in Arizona, Colorado, Connecticut, Massachusetts, New York, Oregon, Vermont, Washington, Maryland, and Wisconsin. Each of the sites has developed unique mechanisms for managing the sex offender population in its jurisdiction. All of the programs, however, emphasize the importance of collaboration and the prevention of future victimization. Although these practices may not be transferable between jurisdictions in their exact forms, the efforts of the CSOM Resource Sites are an example to other jurisdictions that are aiming to establish, implement, and/or strengthen their own practices.
