Designed to be used in conjunction with "A Coordinated Response to Child Abuse and Neglect: A Basic Manual," this manual profiles the roles and responsibilities of caregivers of young children in the prevention, recognition, and reporting of child maltreatment outside and within early childhood programs.
Abstract
An overview of child abuse and neglect discusses the nature of child abuse and neglect and its prevalence, causes, and effects. This is followed by descriptions of the roles and responsibilities of early childhood education professionals in relation to child maltreatment. In providing guidance in the fulfillment of these roles and responsibilities, the manual first provides instruction in the recognition of child abuse and neglect. Separate signs and symptoms are noted for physical abuse, neglect, sexual abuse, and emotional maltreatment. A section addresses how to recognize child maltreatment through conversations and interviews. A major section on the reporting of child abuse and neglect considers the content of State reporting laws, local program reporting requirements, difficulties encountered when reporting, and responsibilities once the report is made. A discussion of the minimization of the risk of maltreatment in early childhood programs considers staff selection procedures, staff supervision, ongoing staff training, operational policies, and response to allegations of child abuse or neglect. Other major sections of the manual focus on caring for maltreated children and the prevention of child maltreatment through support for the parents. 6 figures, a glossary, 36 notes, and a 29-item selected bibliography
