Abstract
The Affirmative Action Program, which began in 1974, is an active effort to correct the effects of past discrimination by recruiting, employing, and promoting qualified members of groups that have been excluded by past personnel practices. Information for the report was obtained from the Youth Authority's internal reporting system and from the State Personnel Board. Statistics reveal that the proportion of minorities among total Youth Authority personnel showed a gain of 2 percent during the 12-month period ending March 31, 1982. There was an increase of 0.6 percentage points for women. Minorities comprised 40.6 percent of the total workforce. The affirmative action goal for minority personnel is 37.4 percent of the workforce; the goal for women is 36.3 percent. During the 6-month period ending March 31, 1982, 238 additional full-time personnel were hired. Of these, 43.3 percent were minorities. The new hires included 23.5 percent black, 17.2 percent Spanish, 0.4 percent Asian, and 1.3 percent Filipino. The percentage of women was 42.4. Full-time minority employees represented 28.2 percent of headquarters personnel, 40.0 percent of facility personnel, and 44.1 percent of the parole workforce.
