Abstract
Although F.B.I. Index Crimes increased by 4 percent, homicides decreased by 8.5 percent, and rape decreased by 7.3 percent. Sixty-one permanent Report Technicians were hired, with twenty-three of the Technicians becoming Police Officers for 1989. Boundaries of Precincts were also re-aligned, increasing the efficiency of response to emergency calls. Complaints filed, police budget and organizational structure, salary scales, and civilian input to the force are reviewed.
