THE OPERATIONS AND PROGRAMS OF 8 GROUP HOMES SERVING DELINQUENT AND DISTURBED JUVENILES IN 12 COUNTIES AROUND MORGANTON, N.C., ARE DESCRIBED.
Abstract
THE BIABH (BRING IT ALL BACK HOME) PROJECT CONSISTS OF A CENTRAL STAFF AND TWO HOMES FOR BOYS, THREE FOR GIRLS, AND THREE CO-ED HOMES. THE PROJECT IS SUPPORTED BY FEDERAL, STATE, AND COUNTY FUNDS. EACH GROUP HOME IS OPERATED BY A SPECIALLY TRAINED HUSBAND-WIFE TEAM (TEACHING PARENTS) AND AN ASSISTANT TEACHING PARENT. EACH HOME SERVES A MAXIMUM OF FIVE TO NINE YOUTHS AND IS GOVERNED BY A LOCAL INDEPENDENT BOARD OF DIRECTORS. SOME OF THE PROJECT HOMES ARE IN CITY NEIGHBORHOODS; OTHER ARE IN RURAL COMMUNITIES. MOST GROUP HOME YOUTHS CONTINUE TO LIVE CLOSE TO THEIR OWN NEIGHBORHOODS. THE HOMES USE THE BASIC ELEMENTS OF THE TEACHING FAMILY TREATMENT PROGRAM, INCLUDING SELF-GOVERNMENT BY YOUTHS, COUNSELING AND FAMILY-STYLE LIVING, EDUCATION IN SPECIFIC SKILLS, AND A MOTIVATION SYSTEM. THE CENTRAL PROJECT STAFF PERFORMS ADMINISTRATIVE, TRAINING, AND EVALUATION FUNCTIONS FOR THE BIABH HOMES AND OFFERS STAFF TRAINING AND EVALUATION SERVICES TO OTHER GROUP HOME PROJECTS. OPERATING COSTS FOR A GROUP HOME IN THE BIABH PROJECT RANGE FROM $32,000 A YEAR; COST PER CHILD RANGES FROM $2,700 TO $3,400; AND SUPPORT SERVICES (FOR EIGHT OTHER GROUP HOMES IN ADDITION TO THE EIGHT BIABH HOMES) ARE ESTIMATED TO COST APPROXIMATELY $7,000 PER HOME.
