The New York City Department of Corrections is about to open a new jail facility for women -- the Rose M. Singer Center (RMSC) -- that will combine new features and methods of inmate management.
Abstract
The RMSC includes an 800-bed main building consisting of 2-tier modular units comprised of 48 individual cells. Corridors connect the building to four other modular units, increasing capacity to 1,200. The administrative and program areas surround courtyards, including minicourtyards available to inmates. Sophisticated electronics help secure the inner and outer perimeters. A modification of the unit management concept is used to direct operations in each housing unit and in centralized operations. As many services as possible will be provided to inmates at each housing unit. Three deputy wardens are responsible for three major areas of concern: unit security and services; support services; and reception, classification, and treatment. A self-evaluation review process and comprehensive staff training are being developed. Recruitment focuses on building a people-oriented staff. A new classification system will aid in security and placement decisionmaking. Programs are being developed in cooperation with the Board of Education, private industry, and nonprofit groups. Programs will include culinary arts, sewing, horticulture, and parenting skills. Prenatal classes and a nursery to accommodate 25 mothers and their infants up to 1 year old will be offered.
