Delegates to the 14th annual Asian Organized Crime Conference were told that Asian organized crime will be one of the major problems facing Western society in the next century. The conference was designed to provide international law enforcement representatives an opportunity to share information on the growing influence of these ruthless crime gangs.
Abstract
Police worldwide are working to develop investigative techniques to cope with Asian organized crime, but these gangs are meanwhile exploiting the inadequacies of Western police agencies in dealing with the language and mindset of Asian criminals. The Standard Telegraphic Code assigns a numerical code to each of the Asian language characters to assist in identifying wanted criminals. Jurisdictions finding increased evidence of Asian organized crime were advised to contact police agencies in Hong Kong, where officers have had extensive experience in the field. The workshops at the conference covered topics including home invasion robberies, credit card fraud, officer street safety, handling of Asian informants and agents, international heroin trafficking routes, the use of interpreters, proactive policing techniques, and female gangs. Most criminals involved in Asian gangs are recent immigrants or refugees from Vietnam and China who have perfected their crimes in the Far East and transplanted their gangs into North America.
