Abstract

This audit report describes the Office of the Inspector General’s (OIG’s) investigation of how J Bar J Youth Services (J Bar J) utilized crime victim assistance funds from the Oregon Department of Justice (Oregon DOJ), to help victims of all forms of human trafficking through Central Oregon. The document discusses the OIG’s audit approach and results, with details on the following areas: grant program performance and accomplishments, including implementation and services; financial management, with discussion of fiscal policies and subaward expenditures. The audit report also provides a section of conclusions and recommendations. The six appendixes include: Objective, Scope, and Methodology; a schedule of dollar-related findings; J Bar J’s response to the draft Audit Report; Oregon DOJ’s response to the draft Audit Report; the Office of Justice Programs response to the draft Audit Report; and the OIG’s analysis and summary of actions needed to close the Audit Report.
