The U.S. Justice Department's Office of the Inspector General (OIG) reports on the methodology and findings of its audit of the Office of Justice Programs' (OJP's) Office for Victims of Crime's (OVC's) grant awards to the Delaware Criminal Justice Council (CJC) under the Victims of Crime Act Victim Assistance Formula Grant Program.
Abstract
The Victim Assistance grants provided funds to improve crime victim services by funding competitive grants awarded by Delaware to local community-based organizations to provide direct services to crime victims. The audit determined whether costs claimed under the awards were allowable, supported, and in accordance with applicable laws, regulations, guidelines, and terms and conditions of the awards. Overall, the audit found that CJC was effective at meeting essential award requirements in the areas tested. The audit also determined that CJC's sub-grantee monitoring policies are effective in preventing unallowable expenditures; however, the audit identified an opportunity for CJC to potentially improve its sub-grantee reimbursement practices. The one recommendation for OJP is to ensure that CJC determine whether it should revise its policies and procedures to avoid potential disruptions to sub-grantee financial operations, while continuing to provide adequate controls to prevent unallowable expenditures. 5 tables and appended audit methodology, OJP and CJC responses to the draft report, and a summary of actions necessary to close the report
