The 13 chapters of this Statewide Narcotics Action Plan (SNAP) establish official policies with regard to the enforcement of New Jersey's controlled dangerous substance laws.
Abstract
Following a review of the nature and scope of the substance abuse problem and the need for a coordinated action plan, the history and intent of the Comprehensive Drug Reform Act of 1987 and New Jersey's policies and long-range strategic objectives are reviewed. Several chapters discuss the functions and organizational structure of the Statewide Narcotics Task Force; the need to coordinate, integrate, and enhance narcotics enforcement activities, and narcotics enforcement programs and initiatives designed to protect youth. Subsequent chapters detail programs and initiatives. Procedures for implementing, evaluating, and periodically revising the provisions of the SNAP are included. A final section of the document discusses implementation of SNAP and identifies implementation phases, compliance certification and reporting procedures, working groups established by the Attorney General, and other services provided to facilitate program implementation. 9 appendixes
