This study examined the assimilation of openly gay and lesbian police officers into the law enforcement culture to determine what can be done to reduce the potential for discrimination that has been a problem in the past when other new groups, such as women, entered the police profession in significant numbers.
Abstract
A futures study examined significant trends and events that impacted the issues that were forecasted by a panel of experts. The study included three possible future scenarios based on the trends and events and a literature search. The study included a strategic plan to design and implement a gay and lesbian cultural diversity program for a local law enforcement agency. The program consisted of four elements: a liaison officer with the gay and lesbian community, a gay and lesbian community advisory group, a cultural diversity training/education program for police officers that is taught by gay and lesbian community members and officers, and a recruitment program that targets gays and lesbians. A strategic plan and transition management plan to implement the program are included. Appended supplementary information, 15 references, and a 79-item bibliography
