This article describes the Career Offender Project (COP), a cooperative effort of the Arlington, Texas Police Department and the Federal Bureau of Alcohol, Tobacco and Firearms (ATF). The goal of the 1986 COP was to analyze career offenders in the Arlington area as well as to develop enforcement strategies to deal with these identified offenders.
Abstract
COP consists of a police sergeant and three senior investigators together with a senior special agent from ATF. Enforcement and prosecution of the offenders is conducted under the Federal Armed Career Criminal Act of 1987 and the Texas Penal Code Chapter 12.42. Strategies of the program include profiling of typical Arlington career criminals, advance targeting of offenders, electronic surveillance of active habitual offenders, fugitive roundups, parole and probationer reviews of adjudicated offenders, and case enhancement of career offenders pending prosecutions. Accomplishments within the 3-year project include adoption of 20 career criminal cases for Federal reviews, Federal prosecution of 24 targeted offenders, and conviction of 23 career offenders. The success of the program is attributed to the cooperative efforts of the Federal-local partnership.
