The article discusses the inappropriate use of secure detention facilities and how a state division of youth services has attempted to resolve it in a cost-effective, humane and legal manner.
Abstract
The manner in which the change was planned, implemented and evaluated is easily applicable to the adult field. What the reader should particularly note is how the jurisdiction made a conscious effort to arrive at a consensus on who should be detained -- not who should be released, a more common goal in adult pretrial services. Perhaps this is an approach we should consider. (Publisher abstract)
