HISTORICAL AND EXPLANATORY DISCOURSE ON SYSTEMS ANALYSIS, SUPPORTING THE VEIW THAT THE 'SYSTEM' APPROACH IS UNIQUE AS A PERSPECTIVE AND RECOMMENDING IT AS A COST-EFFECTIVE AND NEEDED MEANS OF MANAGING CRIMINAL JUSTICE SYSTEMS.
Abstract
THE PAPER IS ORGANIZED INTO THREE PARTS. THE FIRST PART PROVIDES A SUMMARY HISTORY OF SYSTEMS ANALYSIS AS IT GREW OUT OF SYSTEMS ENGINEERING IN WORLD WAR II, AND THEN DOCUMENTS THE ADAPTATION OF THIS APPROACH TO CRIMINAL JUSTICE SYSTEMS. AS MUCH OF SYSTEMS ANALYSIS IS POPULARLY AND HISTORICALLY ASSOCIATED NOT ONLY WITH A PARTICULAR PERSPECTIVE, BUT PARTICULAR METHODOLOGIES, THE PAPER CONTINUES IN THE SECOND PART, BY GIVING CRIMINAL JUSTICE EXAMPLES FROM EACH OF THE MAJOR METHODOLOGIES INVOLVED IN SYSTEMS ANALYSIS. THE PAPER CONCLUDES, IN PART THREE, WITH A DISCUSSION OF THE 'SYSTEMS ANALYZABILITY' OF CRIMINAL JUSTICE SYSTEMS AND THE IMPLICATIONS FOR LEGAL SOCIOLOGY.
