A PLANNING PROGRAMMING BUDGETING PLAN IS PRESENTED WHICH TIES BUDGETING TO THE VARIOUS PROGRAMS OF POLICE WORK RATHER THAN TO SALARY AND EXPENSE ACCOUNTS WHICH SHOW NO CONNECTION TO SPECIFIC PROGRAM COSTS.
Abstract
IT IS RECOMMENDED THAT FOR THE PURPOSES OF BUDGETING, EXPENDITURES OF A GIVEN POLICE FORCE SHOULD BE GROUPED INTO THE FOLLOWING PROGRAMS - GROUND COVER (SERVICES TO THE PUBLIC IN ALL ASPECTS OF THE MAINTENANCE OF LAW AND ORDER), CRIME INVESTIGATION AND CONTROL, TRAFFIC CONTROL, ADDITIONAL SERVICES, MANAGEMENT, TRAINING, AND SUPPORT SERVICES. IT IS INTENDED THAT THIS SYSTEM OF BUDGETING WILL BETTER ENABLE PLANNERS TO CORRELATE FINANCIAL INPUT WITH PROGRAM PRIORITIES.
