This report provides information and statistics on the work of Canada's Correctional Investigator for fiscal year 1997-98.
Abstract
From April 1, 1997, to March 31, 1998, the Correctional Investigator's Office received 5,463 complaints from or on behalf of offenders, a reduction of some 900 from the same period last year. The greatest decrease occurred in the Quebec Region, and the only increase was 200 more complaints from federally sentenced women. One section of this report reviews some long- standing areas of complaint, the Correctional Service's response to these issues, and the actions taken to resolve the backlog. These areas are special handling units, employment and programming; inmate pay; grievance procedure; case preparation and access to programming; double bunking; temporary absence; transfers; issues arising from a Saskatchewan penitentiary hostage-taking; mental incompetence; disciplinary court; and the use of force, investigations, and follow-up. Two other areas that still require further action by corrections authorities are inmate injuries and their investigation, as well as inmate suicides. The Correctional investigator is also concerned with certain problems of federally sentenced women, especially with the percentages of Aboriginal women in maximum security. 8 tables
