This workbook presents a planning process and reference resource to aid in improving community criminal justice and human services delivery.
Abstract
This first of two volumes describes the systems approach to planning and discusses the overall planning process and its time frame. Following guidelines for the establishment of a planning group and selection of a planning coordinator, 6-step planning process is delineated. The first involves identifying community issues and considering the goals of the planning process. This is followed by data gathering and analysis, including development of data collection and analysis plans, determining methods for data collection and analysis, identifying data sources, and interpreting findings. Next, a policy is formulated and an action plan is developed with community input. Finally, program monitoring and evaluation processes and their effectiveness are discussed. A hypothetical case example illustrates the planning process in the development of a coordinated program of alternatives to incarceration. Appendixes include descriptions of system load and cost analyses methodologies, examples of data elements, and a community tolerance questionnaire. Glossary, 2 figures, 19 tables, and 11 notes.
