ANALYSIS OF THE NETHERLAND'S PROBATION AND AFTERCARE SYSTEM SHOWS THAT THERE IS NOT ENOUGH EMPHASIS ON THE PHILOSOPHY THAT PROBATIONERS MUST LEARN SELF-SUFFICIENCY AND SELF-SURVIVAL.
Abstract
RESEARCH SHOWS THAT SOCIAL WORKERS IN NETHERLANDS' PROBATION AND AFTERCARE SYSTEM ARE ALMOST COMPLETELY UNAWARE OF EX-OFFENDERS' NEEDS. IDEALLY, CRIMINALS SHOULD BE TREATED WITH A VIEW TO COMPLETE SOCIAL REINSERTION. A DECENTRALIZED SYSTEM OF INDEPENDENT PROBATION CENTERS SHOULD BE SET UP WHERE PERSONS IN NEED OF HELP CAN GO, AND WHERE CLIENTS AND THE PROFESSIONALS WORKING WITH THEM ARE ON AN EQUAL LEVEL. FOR THE MOMENT VOLUNTEERS COULD BE RECRUITED FROM AMONG EX-CLIENTS TO ASSIST PROBATIONERS. THESE VOLUNTEERS COULD HELP PROBATIONERS TO GET JOBS, ASSIST THEM IN CRISIS SITUATIONS BOTH DURING AND AFTER DETENTION, AND WITH HOUSING AND LEGAL AFFAIRS. REFERENCES ARE PROVIDED. --IN DUTCH. (WVK)
