In the 1979 Annual Journal, the implementation of the directives spelled out in the federal court case of Alberti v Sheriff of Harris County was reported.
Abstract
The 1979 article concluded with a hopeful statement by the author that perhaps through a continual educational process, the pretrial release screening function mandated by the Alberti case could lead to the release of more persons pretrial. In this article, the same author, joined by an associate, reports on how realistic his hopes were, comparing the numbers released prior to the federal court decision and those released after the order went into effect.
