This video uses information from a four-person panel of medical and juvenile corrections professionals to guide and inform juvenile care workers in counseling and managing juvenile residents regarding AIDS.
Abstract
The video opens with a dramatized conversation between a juvenile resident and a staff member. The juvenile is expressing concern to the staff about a video he has recently viewed regarding how the HIV is transmitted. He acknowledges that he has engaged in IV drug use in the past. With the question posed as to how the staff member should respond to the juvenile, the panel members are introduced. The panel moderator poses questions to the panel, and questions from various juvenile staff members are also addressed. One of the medical members of the panel advises that HIV infection is increasing among the juvenile population in general and the juvenile correctional population in particular. The juvenile correctional population is noted to be more likely than the juvenile population in general to contract the HIV infection, given their more frequent participation in high-risk behaviors (promiscuous sex and IV drug use). One of the juvenile corrections administrators on the panel advises that unreasonable fear of infection among staff and residents can be a significant problem. Such fear can be relieved through education. Other issues discussed include staff handling of injuries that involve bleeding and the use of mouth-to-mouth resuscitation. Juvenile staff members are also advised to supervise residents closely to prevent their engaging in high-risk behaviors, such as sexual acts that involve the transfer of semen and IV drug use. One of the corrections administrators advises that the reduction in risky behavior requires more than just the imparting of information. It must include the implementation of techniques for changing values, attitudes, and behaviors.
