This report presents the accomplishments of eight pilot cities that participated in the Municipal Leadership for Expanded Learning Opportunities (MLELO) technical assistance project offered through the National League of Cities (NLC) Institute for Youth, Education, and Families (YEF).
Abstract
Millions of youth across America lack adult supervision during non-school hours, which according to the Federal Bureau of Investigation, contributes to drug and alcohol use as well as delinquent and criminal behaviors. Research has indicated that after-school programming plays a critical role in preparing children for the challenges of the future and city leaders should view after-school programming as an important component of crime reduction efforts. In order to promote effective after-school programming, eight cities were selected to participate in the MLELO project to develop and implement strategies for improving and expanding after-school programs: Charlotte, NC; Fort Worth, TX; Fresno, CA; Indianapolis, IN; Lincoln, NE; Spokane, WA; and Washington, DC. This report describes the accomplishments of these eight cities in improving and expanding after-school programs, including the lessons they learned and recommendations for other municipalities embarking on similar work. “Leadership keys” that were integral to the cities successes are included for each city. Some leadership keys include linking after-school programming to other city priorities and using evaluation data to focus on continuous improvement.
