THE COMPTROLLER GENERAL OF THE UNITED STATES REPORTS ON THREE BUREAUS OF THE DEPARTMENT OF JUSTICE CONCERNING EQUAL EMPLOYMENT OPPORTUNITIES.
Abstract
AT THE REQUEST OF THE SUBCOMMITTEE ON CIVIL AND CONSTITUTIONAL RIGHTS, HOUSE COMMITTEE ON THE JUDICIARY, THE COMPTROLLER GENERAL INVESTIGATED WOMEN AND MINORITIES REPRESENTATION IN THE FEDERAL PRISON SYSTEM (FPS), THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION (LEAA), AND JUSTICE'S OFFICES, BOARDS, AND DIVISIONS (OBD). THE REPORT INDICATES THAT SOME PROGRESS HAS BEEN MADE IN INCREASING WOMEN AND MINORITIES TEND TO BE CONCENTRATED IN CLERICAL AND ADMINISTRATIVE OCCUPATIONS. GAO RECOMMENDS SEVERAL IMPROVEMENTS IN THE EQUAL EMPLOYMENT OPPORTUNITY AFFIRMATIVE ACTION PROGRAM: (1) DEVELOP GUIDELINES FOR COMPREHENSIVE INTERNAL EQUAL EMPLOYMENT OPPORTUNITY EVALUATIONS, INCLUDING PROCEDURES FOR FOLLOWUP TO MAKE SURE THAT CORRECTIVE ACTIONS ARE TAKEN ON RECOMMENDATIONS MADE, (2) DEVELOP A SYSTEM FOR MAINTAINING TOTAL PROGRAM COSTS, (3) INSTITUTE AND CARRY OUT A SYSTEMATIC APPROACH FOR EVALUATING EMPLOYEES PERFORMING EQUAL EMPLOYMENT OPPORTUNITY FUNCTIONS ON A COLLATERAL DUTY BASIS, AND (4) MAKE SURE THAT ADMINISTRATIVE DELAYS ARE KEPT TO A MINIMUM AND THAT COMPLAINTS COMPLETE THE ADMINISTRATIVE PROCESS WITHIN THE REQUIRED 180-DAY PERIOD. THE BUREAUS WERE NOT GIVEN THE OPPORTUNITY TO SUBMIT FORMAL COMMENTS ON THE REPORT; HOWEVER, THE FINDINGS WERE DISCUSSED WITH OFFICIALS RESPONSIBLE FOR EEO AT THE AGENCIES.
