This report presents State-by-State data on the allocated costs in adult correctional budgets for 2006-2007, as well as data on funding sources, programs, factors related to budget increases/decreases, and anticipated changes for 2007-2008.
Abstract
Forty-five U.S. correctional systems in the United States collectively reported as their departmental budgets for 2006-2007 the amount of $37,315,576,903. The systems estimated that this is the amount necessary to house and maintain the 1.2 million inmates in their charge. Three systems in Canada also submitted information, but their data were not included in this summary. One table shows each State's average daily population for prisons/residential facilities and probation/parole on December 31, 2006. The total budget amount is shown, as well as the percentage of the budget allotted to the following areas: administration, custody/security staff, inmate health care, institutional services, physical operations, community programs, correctional industries, parole, probation, and construction. Regarding funding sources, 17 of the reporting systems were the recipients of bonds issued in their jurisdiction, and 14 systems used prior-year funds. Funds were also acquired through Federal trust funds, inmate welfare funds, State grants, commissary profits, supervision fees, and industry receipts. Few of the systems have incorporated new programs into their budgets. Of the 45 reporting systems, only Montana showed a decrease in the budget amount. Population growth continues to drive the rising costs of operating the Nation's correctional systems. 5 tables
