The trends in adult admissions and releases for 1970-1979 are reported for Wisconsin correctional institutions.
Abstract
Total admissions peaked in 1976 with 1,732 admissions, up 4.8 percent over 1970 and 2.1 percent over 1975. Calendar year 1979 was 10.4 percent lower but up 0.7 percent over 1978. The majority of admissions over the ten years were first admissions, ranging from 75 percent of total admissions in 1970 to a high of 85.2 percent in 1975. In 1979, first admissions had decreased to 80.4 percent of total admissions. Since 1975, the majority of admissions were offenders with a new sentence only, ranging from 52.8 percent of all admissions in 1975 to 50.4 percent for 1979. Throughout the decade, over one-fourth of the population were reported as probation violators with a new adult sentence. Readmissions increased from a low of 14.8 percent in 1975 to 19.6 percent in 1979. Total releases peaked in 1971 with 1,732 releases and decreased to 1,543 in 1977, remaining at this level through 1979. First releases composed about 75 percent of all releases in 1970 and 1971, but starting in 1976, averaged almost 85 percent. The number of first-released mandatory releases averaged about 13 percent of the total releases for the first 7 years, increasing to 17.4 percent in 1977, 25.6 percent in 1978, and 33.6 percent in 1979. While 45.6 percent of the releases were mandatory releases in 1979, first and re-released parolees represented about 48.1 percent. Parole releases for 1978 were 56.1 percent of total releases, 68.9 percent in 1977, and 75.8 percent in 1976. (Author abstract modified)
