The 1993 annual report of the Administrative Conference of the United States (ACUS) focuses on initiatives taken with respect to adjudication, judicial review, regulatory procedures, rulemaking, and research.
Abstract
During 1993, the ACUS contributed to improving the fairness and efficiency of judicial administration and rulemaking processes. Priority attention was given to help Federal agencies implement legislation dealing with alternative dispute resolution. The ACUS issued a mediation primer, encouraged interagency coordination efforts to improve the judicial process, and conducted seminars on Federal rules of evidence, administrative law, and the regulation of a market economy. The ACUS concentrated its efforts during 1993 in the areas of adjudication and regulation. Specifically, the ACUS was involved in civil money penalty proceedings, right to counsel issues, peer review of Federal discretionary grants, prompt corrective action by Federal banking regulators, pesticide regulatory procedures, and improvements to the rulemaking environment. Information interchange and clearinghouse activities of the ACUS are detailed, particularly with respect to legislative activities, advice and assistance to Federal agencies and foreign governments, and publications. Appendixes provide supplemental information on ACUS organization and operations. Footnotes and photographs
