A futures study examined the future status of ethnic minorities in the police command ranks in California and methods of influencing their status as the ethnic composition of the State continues to change.
Abstract
Study data came from an analysis of media reports, a review of municipal employment in six California cities, interviews with police professionals and others, and the use of nominal group technique panels and other group processes. The analysis indicated that this issue will be influenced by several trends, including the increasing political influence of minority groups, an increasing level of minorities in the law enforcement workforce, and ethnic shifts in populations. Likely events that would also significantly affect this issue include litigation regarding a major civil rights violation, a court order to promote minorities into command ranks, and formal police-minority community coalitions. The recommended strategy involves the establishment of an Office of Management Review and the formation of a Cultural Affairs Committee. An implementation strategy and transition management plan are also proposed. Tables, figures, reference notes, and 20 references
