This guide to a plan for voluntary accreditation according to standards established by the American Correctional Association (ACA) covers establishing a commission on accreditation, its responsibilities, the executive director's role, procedures, and finances.
Abstract
The guide outlines a series of a priori assumptions that provide the framework for an accreditation plan, focusing on standards, the benefits of accreditation, and practical considerations. The Commission on Accreditation for Corrections will be the body recognized by the ACA to conduct a program of voluntary accreditation. The manual defines membership categories of the l5-person Board of Commissioners, the method of their selection, term of office, authority, and duties. It also describes the officers and their responsibilities, meeting schedules, quorums, and reimbursement practices. Principles of operation for the Commission address site visits, consultation, objectivity, review by the agency head, confidentiality, timely notice of accreditation, and appeals. The manual details the responsibilities, qualifications, and term of office for the Commission's executive director and then identifies seven phases in accreditation: self-study, consultation, evaluation and verification, reporting and recommendation, review and determination, transmittal of decision and appeals, and announcement. It also discusses levels of accreditation, assigning weights to standards, and financial aspects of an accreditation commission. The appendixes contain definitions and a lottery method to select regional representatives for a commission.
